Cities went digital
State mandates — California SB 9, Utah HB 82, Oregon HB 2001 — pushed thousands of jurisdictions onto Socrata and ArcGIS portals. The parcel and zoning data finally exists at the API layer. It is just scattered across disconnected portals that do not talk.
The shortage hit a wall
