Detached ADU questions.

Utah’s 2026 SB 284 adds a detached-ADU provision with conditions — among them specified municipalities, lots of at least 11,000 sq ft and an existing permitted single-family home — and local standards still apply. A lot-size filter alone does not establish eligibility.

Existing properties and infill.

A developed parcel is not automatically irrelevant: an addition, an ADU or redevelopment can start from a lot that already has a house on it.

City-owned undeveloped land.

Which parcels the City owns, which are truly undeveloped, and which could carry housing — the Section 104 question, kept separate from everything else.
